Assistant Professor of Public Policy Leadership
Ivy Liu holds a Ph.D. in Public Policy and Management from The Ohio State University, with graduate minors in economics and statistics. Dr. Liu’s research focuses on public sector innovation for economic development and community building, with a particular emphasis on how governments learn, innovate, and adapt through complex interorganizational networks. Her current projects examine how complexity and government–citizen collaboration drive policy learning and innovation under crisis conditions.
